An owner of a file has full rights for reading, writing or controlling
access to that file.

folder - they are initially owned by SYSTEM, not the you or even
the administrator. You cannot delete any of them, unless you take
ownership.

of a file (any file that is not an executable file) or a
folder, select 'Take Ownership' from the file's (or folder's)
Context Menu. To access the Context Menu, hold down Shift and
right-click on the file (or folder):
Once clicked, you may be asked to enter the Administrator’s
password for the ownership transfer to occur. You can see it worked
by right clicking the file and opening “Properties” and
then “Details.” The Administrator will now be the
owner.
